Diversion is Not Recycling: Mill Survey Results
Diversion numbers sometimes sound impressive to the public. But just because material is "diverted", doesn't mean it ends up being recycled. First, there is contamination (residue) left over from processing what has been collected. Then there is residue left over at the paper mill end. This normally gets sent to landfill.
